Social welfare



The Government of Uttarakhand (GoU) has undertaken the development of a State Portal under the "Pro-poor IT initiative" program. Taking this further, the government, is launching the computerization of key departments to enable the provisioning of online services.

GoU is now launching a program to computerize Social Welfare Department for better delivery of services to the people to enhance the effectiveness, transparency and accountability in the process of the government / departments (Ref. Annexure-1) . At this point of time GoU is looking at Application development, testing and implementation at selection location, whereas down- streaming work has to be carried out by other resources later. The government has receive a Credit – N-045 IN, from the International Development Association (IDA) and intends to apply a portion of this loan to eligible payments under this Contract.

The value of the information and the effectiveness of the decision making process are directly related to the quality of the information and the manner in which it is made available Government of Uttarakhand believes that Computerization will enable the Department of Social Welfare (DSW) to have timely and accurate information on the status of all its activities. The information reduces uncertainty by helping to identify and analyze problems, and create strategies to overcome them may then be prepared and implemented.

The Department of Social Welfare (DSW), Government of Uttarakhand came into being subsequent to the separation of the state of Uttarakhand and UTTAR Pradesh in November 2000. This is an apex department in the state of Uttarakhand for the activities relating to the welfare of scheduled castes, scheduled tribes, backward classes, minorities, handicapped etc in terms of improving their social and economic conditions.

For effective functioning, Social Welfare Department is divided in 5 divisions (Women Empowerment and Child Development department is considered under Social Welfare Department for the purpose of this Project)

The objective of the project is the "Development and Implementation of Application Software for the Department of Social Welfare, Government of Uttarakhand" to ensure better delivery of services to the citizens and enhance the effectiveness, transparency and accountability in the processes of the department through:

  • Improvement of citizen interface (especially for poor / BPL segments),
  • Improving the targeting and penetration of various schemes
  • Replacing discretion based decision making with a transparent, objectives, effective and efficient process of decision making.
  • Reducing the cycle time of the processes resulting in faster delivery of services and benefits to the citizen. The current cycle time numbers are not available, but are of the order of months and this has to be reduces to less than 10 days.
  • Reduction of cost, effort and time spent by the government in the delivery of services. A minimum effort saving of 20% will be achieved by the computerization process.
  • Empowerment of all participants in the processes to make a more efficient process.
  • Reducing paper work/ bureaucratic procedures. The need for movement of physical files from one office to the other will be eliminated.
  • Developing comprehensive Management Information system
  • Comprehensive data capturing at the point of generation to avoid any duplicity of efforts.
