eOffice is one of the key IT projects which aimed at improving internal efficiencies in an
organization through electronic administration leading to informed and quicker decision making,
which in turn results in better public service delivery. It is a complete digital work place solution
for Government offices and is based on Central Secretariat Manual of eOffice Procedure
(CSMeOP), formulated by Department of Administrative Reforms and Public Grievances
(DAR&PG). It provides a convenient way for officials to access information related to every aspect
of their working and knowledge sharing by presenting a single gateway to information and
1. Government of Uttarakhand envisaged integrated e-Office project to develop integrated next
generation IT platform to enhance office productivity and streamlining internal processes
associated with service delivery to end-users. The platform shall provide firm foundation to
horizontal and vertical structure, e.g. identity management of employees and offices, dynamic
workflows & workflow libraries, other common components as per the requirement in an eGovernance environment.
2. Overall objective of the Integrated e-Office Project is to facilitate improved decision making and
operational efficiency by automation of the common functions of all Departments and Agencies
of Government of Uttarakhand.
3. Main objectives of project are:
i. Focus on integration as opposed to current applications and tools in silos specific
to a department/ district/ office/ section.
ii. Application of ICT as a Decision Support System beyond simplistic approach of
post-facto decision/ information capturing and reporting.
iii. Focus on simplicity and ease-of-use by centralization using intuitive userinterfaces, covering all the functions and roles that an official may need to

Need and benefits
1. Government of Uttarakhand has put their emphasis on the project for Automation of
Government Departmental processes to increase the efficiency and effectiveness of the day
to day operations and trickle down the benefits of an efficient system to all the stakeholders.
2. There is need for computerization of State Government Departments common processes and
associated operations & Management system:
a. To efficiently handle the communication between departments.
b. To improve the knowledge Management practices.
c. To facilitate electronic record management.
d. To facilitate the online approvals, authentication of electronic record using electronic

The Automated system will help all the employees of State government offices in effective planning,
coordination and execution of their day-to-day activities. It will also bring transparency & accountability
in the system and provide additional tool for senior management to analyse their employee
performance at various levels
a. Operation & Maintenance (O&M)
It is proposed to implement/renew eOffice Lite (eFile) Product, a G2E/G2G solution developed
by National Informatics Centre (NIC) to provide a one-stop access point to organization
information and applications/services.
The product is based on Open Technology.
